Let them dominate over. Let them have authority; governance; the empowerment to give authorization to; empowered to access and to operate on demand.
"God created mankind in His own image."
God the Father, God the Son and God the Holy Spirit created mankind (by jurisdictional & constitutional agreement as the highest deity and Law of all creation), both male and female in His own image, in the likeness of God (triune being; the Godhead) created Him.
Now let's take a deeper look at His and Him. Who is His and Him according to the Bible? Colossians 1:15-17 reveals that His and Him is Jesus. By jurisdictional and constitutional agreement as the highest deity and Law of all creation, Jesus, the representative of the total Godhead, was authorized to create mankind in His image (the evident resemblance and details of God through concrete observation and information) and Jesus created them in His likeness (the physical and tangible manifestation of one's identicalness), both male and female Jesus created them.
Image- resemblance; figure; the evidence (of God); the knowledge (of God); the proof and testament (of God's existence); the measurements (of God); the information (of God); the results, details, kinship, sameness, look-alike, conformity, spitting-image (of God).
Image is the undeniable manifestation of one's informative, historical and evident existence with all the details made known (Psalms 40:7; John 1:1; Hebrews 10:7).
Likeness- model; representation; agreement; replica; identicalness; parallelism; ditto; equality.
Likeness is the tangible manifestation of one's physical existence in spirit, soul and body where one is the exact replica of another in agreement, representation and identity (John 10:30-38, 14:10&11; Colossians 1:15-17).
I live to honor Jesus through Jesus Who is the visible depiction of the Godhead in agreement, identity and representation.
I live to honor Jesus through Jesus, bearing the exact image and likeness of God as a justified and sanctified born again Christian.
I am empowered to honor Jesus through government (divine laws that rule over creation, by divine decision making and by producing divine results). -Genesis 1:26; John 14:12-13; the Book of Acts
Q. What was the first commandment or mandate that God gave mankind?
A. The first commandment or mandate God gave mankind was to govern over creation. Divine government was the first commandment or mandate God gave mankind. Before you can walk with God, you have to be jurisdictionally and constitutionally empowered to do so. We are jurisdictionally and constitutionally empowered to walk with God through justification through Jesus and sanctification by the Word of God and through the Holy Spirit (Ezekiel 36:23-27; Romans 3:24; 5:1&2).
Government consists of: authority; the mandate of established rulership, rank, role and function.
Q. What was the first mission of Jesus while on earth?
A. The first mission of Jesus while on earth was to restore divine government through Himself (the exact representation of the Godhead) to humanity, restoring us back to mankind where mankind governed over the earth.
Jesus authorized mission and purpose, as the exact representation of the government of Godhead, was to restore humanity back to divinity, in all areas of life (Matthew 28:18-20; Mark 16:15-20; Luke 24:46-49; John 14:16-27; Acts 1:8; Acts 2:1-4; Ephesians 5:1).

Let's go deeper. Through the government of Jesus, Christian's are restored from humanity back to mankind. Humanity is governed by the power of their debase self. Humanity is subject to the flesh, sin, oppression, unbelief, degeneration, carnality and the powers of darkness (Romans 8:1-14). Humanity is spiritually enslaved to the systems and structures of Satan's kingdom (Romans 6:12-23).
Through the government of the Godhead represented in Jesus, the exact image of God, humanity was raised back to their higher self by faith and confession in Jesus. Mankind through Jesus now walk and live as sons and kings (governmental rulers) where they now rule over the flesh and over all the power of the enemy (Satan the devil; Luke 10:19). Before the fall humanity was subject to their lower selves as slaves, but through Jesus and faith in Jesus, Mankind rules as kings and priests (Haggai 2:20-23; Zechariah 3:1-10; Romans 6; 1Peter 1:18-25, 2:9-10).
In the beginning, mankind reigned as authorized dominators and rulerships on earth and over the earth. When creation saw mankind, it was as seeing God Himself, because mankind, both male and female, were created in the exact image (knowledge, wisdom, details) and likeness (agreement, figure, identity) of God.
Humanity cannot enter into the kingdom of heaven nor can humanity have an impactful relationship with Jesus. The carnal man (flesh, the fallen nature) cannot please God. It is contrary to God and the things of God (Romans 8:7).
Humanity must be born again into Jesus through salvation (John 3:16-17). Through justification we are restored back to mankind and can now have an impactful relationship with Jesus. Through justification and sanctification, we can now live to honor Jesus in all areas of your lives (Ephesians 2:10-22).
